About Council of Europe Development Bank
Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate. Founded by eight member states of the Council of Europe in 1956 to bring solutions to the problems of refugees, it is the oldest multilateral development institution in Europe. CEB invests in social projects that foster inclusion and contribute to improving the living conditions of the most vulnerable populations across Europe. CEB represents a major instrument of the policy of solidarity in Europe: it finances social projects to help its 42 member states achieve sustainable and equitable growth.
Sustainable funding strategy
The explicitly and exclusively social mandate of CEB positions the bank ideally to issue social bonds called Social Inclusion Bonds (SIBs) and to allocate the proceeds from these bonds to projects that support its mandate.
Longstanding experience in social financing and the respective reporting has allowed CEB swiftly to update its ICMA-aligned framework by including the health sector in response to COVID-19 in April 2020.
Since 2017, CEB has established a euro SIB curve by issuing a seven-year maturity each year. Since 2020, CEB has also issued SIBs in USD. The SIB framework also allows for issuance under any of CEB’s bond programmes across all available currencies. CEB is committed to extending SIB issuance in new currencies.
SUSTAINABILITY OBJECTIVES OF GSS BOND PROGRAMME
CEB issues Social Inclusion Bonds to finance projects in member states in the following sections of action: social housing for low-income persons, education and vocational training, supporting SMEs for the creation and preservation of viable jobs, and health.
